Rather, the quoted provision is a "grandfather" clause that allows insurance plans that are not "qualified health benefits plans" to remain in existence for a limited time after the "reform" bill is enacted. This will, of course, drive all private insurance companies out of business if they cannot enroll new members into their plans, which out of necessity would not meet the government's definition of "qualified". We will then have only U.S. Government controlled and managed health care ....... just like the U.S. Postal Service, Amtrak, the IRS and those many other enterprises we all like so much.
