Despite plan, not a single fire boom on hand on Gulf Coast at time of oil spill

Government has had a plan in place since 1994. But successive administrations have failed to execute the purchase of the boom materials needed to implement it. All the pre-approvals have been in place. This administration FAILED to implement it!!
