The REFUND Act, introduced in the U.S. Senate by Marco Rubio (R-FL), requires that if a state refuses federal funding on a project (as Florida did on $2 Billion for "hi-speed rail"), the federal government is required to apply the money to REDUCE THE NATIONAL DEBT !!!! What a GREAT concept.
