Comprehensive legislation is what happens when you have unlimited government. In other words, the U.S. job market is in a constant state of flux, with people leaving the workforce due to retirement, or being fired, or leaving a job for a better position, etc. Likewise, some of the positions will be refilled, taking a person out of the ranks of the unemployed. These are not jobs created, but replacement hirings. Then Bernanke concluded, "the increase in employment since the end of 2009 has been due to a significant decline in layoffs but only a moderate improvement in hiring."

The County now rejected the dumpster enclosure because it violated the Americans with Disabilities Act. They required that we build a ramp with a locking gate at the top of the ramp for any wheelchair-bound employee. We argued that the public did not have access to the enclosure and we would not ask any employees in a wheelchair to throw out the trash. The County stated that the lack of a ramp would create a barrier to hiring a handicapped person.
