The government, in its infinite wisdom, has tried to combine the activities of "shopping" and "purchasing". These are separate activities.
Americans SHOPPING for health insurance want to look over a menu of options available to them. The menu should have prices specific to their location and age, which include the various levels of coverage and probable cost including the government's income related rebate.
Americans PURCHASING health insurance under any of these plans are given, for the specific plan you choose, an insurance company's telephone number, the plan name, and told to call.
The government conflates these two causing their website to meet neither of the objectives .... SHOPPING nor PURCHASING.
